Ingredients

  • 5 medium potatoes
  • 1 cup unsalted beef or chicken broth without onions or garlic
  • 1 pound lean ground beef
  • 1/2 cup unsalted canned green peas drained
  • 1/2 cup unsalted canned sliced carrots drained
  • 2 tablespoons rice flour

Instructions

  • Preheat the oven to 400°F.
  • Peel and chop potatoes. Place them in a pot and add enough water to cover them. Bring them to a boil and then reduce heat to medium and cook until fork-tender and soft. Drain and place them back in the pot or in a bowl.
  • Add 2 tablespoons of broth and mash the potatoes with a potato masher or mixer.
  • Brown ground beef in a skillet. Drain and return the beef to the skillet.
  • Add peas, carrots, rice flour, and remaining broth and combine well.
  • Place the ground beef mixture in a pie plate and spread it evenly. Spoon the mashed potatoes over the top and spread it evenly.
  • Bake for 20 minutes or until the potatoes are lightly browned on top.
  • Allow to cool completely before serving.
  • Store leftovers in an airtight container in the refrigerator for up to 4 days.

Notes

Homemade broth is best. Simmer beef or chicken with bones in water for 3 to 6 hours. Or in a slow cooker on low for 12 to 24 hours or Instant Pot on HIGH for 1 hour.
