Preheat the oven to 350°F. Line a baking sheet with a silicone mat or parchment paper.
In a large bowl, combine the oat flour, baking powder and salt.
In a small bowl, mix together the oat milk, coconut oil, and egg until smooth.
Pour the milk mixture into the flour mixture and stir to combine until a dough forms.
Lightly dust a sheet of parchment paper with flour. Place the dough on it and use a rolling pin to roll out the dough into a rectangular shape about 1/3 to 1/2" thick.
Drizzle honey over the dough and sprinkle the cinnamon over the honey.
Use the parchment paper that the dough was rolled out on to pick up the long edge of the dough and roll it toward the middle until a long log is formed. Cut the log into 1/2-3/4" slices. Place the slices on the prepared baking sheet.
Bake for 15-20 minutes. Cool the treats completely on the baking sheet.
Make the frosting: In a small bowl, mix together the cream cheese and oat milk. Start with 1 tablespoon of oat milk and add more a little at a time desired consistency. Drizzle or spread the frosting on top of the cinnamon rolls.
Store in an airtight container in the refrigerator.
